This entire industry needs an overhaul. The use of brokers that cannot or don't have control over the carriers is very challenging. I would reccomend finding a reputable carrier and working with them (if you can even find one). The people with the broker tried hard to fulfill my needs but the overall experience was not good due to a carrier that did not live up to it's promises, and was non communicative when they didn't meet their responsibilities. Late on pickup and late on delivery.
