Dishonest business, bad experience

I was hoping that my first car shipping experience would be a good experience to remember but I was wrong. I called Integra shipping LLC and Satch was the guy helping me with the service, he asked if I had done the quote, I said yes and he told me that the charge would be $875. He told me to make a deposit of $250 to Serge Marshall and call back after that. He said I could either use western union or through Wellsfargo bank. I made the the deposit through the bank on the 13th of August and the money was immediately cashed on the 14th.
I called back and was given an order number and I told him that I wanted my car in California on the 23rd of August. He said the car should be picked up on the 16th, I agreed. I was told by 7pm on the 16th that my car would be picked up, no one showed up, no one picked up the vehicle, and no one called me. I called back multiple times but there was no response. I had to wait till Monday and I gave them a call. Satch apologized and said he does not know why no one showed up.
I told him to cancel the order and that I wanted my $250 deposit back.. He told me that within 2-3 weeks, I should get it back. Three weeks later, there has been no refund. I have been calling throughout the 3 weeks and he kept on saying 2-3 weeks. I called today as he had told me too, and no one picked up instead I was directed to a voice machine.
